What private reception actually is
Private reception means that an independent escort receives clients at her or his own private address — usually an apartment or house that doubles as workplace and residence, sometimes a separate workspace in a quiet residential area. It is distinct from club work (where you go to a shared location with multiple providers) and from outcall (where the provider comes to you). For clients it is the most discreet form of incall: no recognisable club address, no red-light-district visibility, often an ordinary residential building.

Rotterdam
After Amsterdam, Rotterdam has the largest private-reception supply, concentrated in Oude Westen, Kralingen-West and parts of Rotterdam Zuid. Thanks to the city's port-city history, there is traditionally more commercial sex industry than in other Dutch cities of comparable size. The neighbourhoods are typically mixed residential-commercial, which helps discretion — an apartment block with heavy footfall attracts less attention than a quiet villa district.

Practical tip for Rotterdam: the tram network makes many private locations accessible without a car. For clients from outside the city who want to avoid parking, this matters. According to the municipality of Rotterdam, an active policy applies to operating licences; independent zzp'ers with a private address generally do not fall under that regulation as long as they operate as a one-person business without employees.
Groningen
Groningen has a smaller but visible private-reception supply, strongly dependent on the student season. The largest concentration is in and around the city centre — Schildersbuurt, Oranjewijk and parts of Helpman. The student population brings, on the one hand, many younger providers working alongside their studies and, on the other, pronounced seasonal demand (September to May heavier than the summer months).

Specific to Groningen: the northern character and small-city culture mean that anonymity within the student environment is harder to maintain. Tilburg
Tilburg combines an industrial history with a growing student population (Tilburg University), and this is reflected in the private-reception supply. The supply is average in volume — more than Groningen, less than Rotterdam — and geographically dispersed across the city without a clear neighbourhood concentration.

Utrecht
In terms of market size, Utrecht is closer to Amsterdam, with a broad supply across the entire segment spectrum. Its central-city location makes many private addresses easily reachable from the station — useful for clients with a rail connection. Legal and fiscal framework
Independent private reception falls under zzp (self-employment) regulation. KvK registration is mandatory, VAT returns and income tax apply — detailed in our page on VAT and self-employment for sex workers. For working from a private address, new rules apply in 2026 via the Wet regulering sekswerk; depending on the municipality, a separate licence may be needed for structurally using a residential address as a workspace. The most important thing for clients to remember: a provider with a tidy KvK registration and transparent invoicing is generally more reliable than one who handles everything in cash. Not because paying in cash is wrong, but because administrative professionalism correlates with other forms of professionalism — health routines, screening discipline, communication.
